I have a system boiler. Can one neoultra control both central heating (via radiators) and hot water?

I have a system boiler and two different water underfloor heating zones. Each underfloor heating zone will have a neo series v2. Do I need to add a neoUltra, which then allows me to control radiators in the rest of the house and the hot water tank? I plan to add a hub to allow all of them to be connected and controlled via wifi as well.

The neoUltra is not required to operate the system. It can operate as a thermostat in any zone, and will give central control too. You can alternatively use the neoStat in each zone and then use the app for central control.
