No, the electric heating wouldn't connect to the UH4. You would control the electric mats directly from the thermostat. If you are looking to have app control, you should consider using the Neo series throughout.

I have UH4, I have water underfloor heating(neostat v2), electrical underfloor heating(slimline -Ev3), radiators with heatmister thermostats (? to procure in rooms) to all control using UH4 along with hotwater cylinder
